SKOLKOVO Energy Center experts participated in the National Oil and Gas Forum–2017. They highlighted a number of key issues for the development of the fuel and energy complex in Russia.
Director of the SKOLKOVO Energy Center Tatiana Mitrova, who served as moderator at the first session, subsequently took part in a session devoted to the analysis of general schemes of oil and gas sector development. Her report was entitled Transformation of the global oil and gas markets: external constraints and new opportunities for the development of the Russian oil and gas industry. Speaking about the general scheme for the development of the oil and gas industry, she noted that in the new geopolitical and economic conditions the logic of the construction of general schemes should be changed. "Previously it was oriented to a resource base and was centered upon the notion of ‘the more – the better’, but now it is increasingly important to forecast the needs of resource buyers. The system of general schemes should take into account current trends in the global energy industry. It should be adapted to the current realities, and the only way to ensure its adequacy in the context of high uncertainty is to use a system of rolling planning with constant adjustments and clarifications", said Ms. Mitrova.
During the session on the development of hard-to-recover and unconventional hydrocarbons, SKOLKOVO Energy Center expert Ekaterina Grushevenko discussed the development of shale oil extraction technologies. She believes that the success of the American ‘shale revolution’ can be replicated in Russia, but systematic long-term work must be done before that is possible. "America spent 30 years and expended 30 billion dollars of investments. Thus, the shale revolution in Russia is not just a question of technology”, she stated. According to Ms. Grushevenko, “the US experience shows that the effective extraction of shale oil requires the following: cheap and affordable loans, not only for extraction but also for R&D; greater competition among production companies; and opportunities for hedging the risks of producers, which requires the existence of a developed exchange trade in the country".
At the session dedicated to the development of independent business activity in Russia’s oil and gas sector, Roman Samsonov, Head of the Gas and Arctic Sector at the SKOLKOVO Energy Center, described his vision regarding the time challenges and breakthrough technologies for O&G companies. He outlined the problems of the modern oil and gas sector: low operational efficiency of management in some cases; a decrease in the turnover dynamics of licenses for small hydrocarbon deposits; a lack of information exchange and cooperation, including non-participation in technological competition that stimulates the innovative development of the sector; and other problems. At the same time, he pointed out, independent ‘small’ and ‘medium’ oil and gas companies have a number of advantages in these matters compared to large vertically integrated oil and gas companies.
"Management solutions applied by independent and small companies often have greater operational efficiency than those of vertically integrated ones, with investments in independent and small enterprises allowing faster inorganic business growth, as well as the opportunity to obtain additional revenue from the sale of partly (or consolidated) developed assets. Independent companies can become sector leaders in the consolidation of industry knowledge and technological resources, which are available to all parties of the usage agreements. I am convinced that independent players working in the fuel and energy complex can and should be the basis for the transformation of the institutional structure of the Russian O&G sector, one that corresponds more to the challenges of time and market", Roman Samsonov added.

Consent to the Processing of Personal Data
Hereby I, hereinafter referred to as the «Subject of Personal Data», pursuant to the Federal Law of 27.07.2006 № 152-FZ «On Personal Data» (as amended), freely, of my own accord and in my own interest, give my consent to the Moscow School Management «SKOLKOVO» (hereinafter referred to as the «School», legal address: 143025, Moscow region, Odintsovsky district, Skolkovo, Novaya Street, 100) to the processing of my personal data provided during the registration by filling out the web form on the School's website skolkovo.ru and its subdomains *. skolkovo.ru (hereinafter referred to as the «Website»), directed (filled) with the use of the Website.
I understand personal data as any information relevant to me as the Subject of Personal Data, including my last name, first name, address, education, occupation, contact information (phone, fax, email, postal address), photographs, and other information. I understand the processing of personal data as the collection, classification, accumulation, clarification, updating, modification, use, distribution, transmission, including cross-border, depersonalization, blocking, destruction, permanent storage, and any other actions (operations) with personal information.
The processing of personal data of the Subject of Personal Data is carried out solely for the registration of the Subject of Personal Data in the database of the School and then directing to the Subject of Personal Data mail messages and SMS notifications from the School, its affiliates and/or sub-contractors, including advertising content, information letters and newsletters, invitations to the events of the School, and other advertising and news content, as well as for the confirmation of the identity of the Subject of Personal Data when visiting the events of the School.
The date of issue of the consent to the processing of personal data by the Subject of Personal Data is the date of sending the registration form from the Website of the School.
The processing of personal data of the Subject of Personal Data can be accomplished by means of automation and/or without the use of automation in accordance with applicable laws of the Russian Federation and internal regulations of the School.
The school takes the necessary legal, organizational and technical measures or ensures their application to protect the personal data against unauthorized or accidental access, destruction, modification, blocking, copying, providing, distribution of the personal data, as well as other illegal actions towards the personal data and commits itself to preserve the confidentiality of the personal data of the Subject of Personal Data. The school has the right to involve subcontractors in the processing of personal data of the Subject of Personal Data subjects as well as the right to transfer the personal data to its affiliates for processing, ensuring the assuming of the relevant obligations of personal data confidentiality by such subcontractors and affiliates.
I am aware that:
1) this consent to the processing of my personal data provided during registration at the Website of the School and directed (filled) with the use of the Website is valid for twenty (20) years starting from the date of the registration at the Website of the School;
2) the consent may be revoked by me on the basis of a written application in optional form;
3) the provision of personal data of third parties without their consent is punishable in accordance with the current legislation of the Russian Federation.
